This looks to be an image of Shirley Temple made of dyed or painted plaster or something similar. There is an imprint on the side, very hard to see, looks like a company name, the word "Novelty" is clear, and looks like a date. Back is mostly flat, witha pencilled name, and there is a price in pencil on the bottom of 15 cents. Light wear, but no significant damage, unusual. Mailed anywhere in the USA only for $2.50.
